Update RESTCaller to support HTTP PATCH Verb Hot

 Some common integrations that we are looked at with SBM are beginning to use the modern HTTP PATCH verb instead of PUT or POST. An example of this is Microsoft Team Foundation Server, where creating a work item would require a PATCH request. While TFS has a workaround involving writing a custom header to masquerade a POST request as a PATCH request, we may not always be so lucky with other systems.
