Enable condition for preventing 'Note is Added' rule to act on emails manually sent from itemsn

In 11.1, I created an Actions > Add Note notification using the "Note is Added" rule condition documented in the App Admin guide.  Once the notification was turned on, much to our chagrin, recipients of emails manually sent from items received not just the emails, but the new notifications as well.  To add to the confusion, both email and notification were stored in the Emailed Notifications section.

    Two solutions occur to me:

    1) Separate the 'Note is added condition from the email function.

    2) A workaround if the functions can't be separated in say, 11.6: Create some condition that would prevent the notification from being sent to the email recipient if the "note" were actually an email.

    What experience have other customers had with the rule "A note is added"?
